The Mobile Evaluation Team (MET) is a partnership between the Fremont Police Department, City of Fremont Human Services Department, and Washington Hospital Healthcare System. The team currently consists of five members and will soon be expanding. The Fremont Police Department currently contributes one sergeant and two officers, Human Services provides a crisis intervention specialist, and Washington Hospital provides a professional social worker. The MET team works with ot...her City departments, such as the City Manager’s Office, Community Development, and Fremont Fire, as well as social service and health care providers in our community. MET was started in 2017 with the mission to provide a more comprehensive and compassionate level of service to community members with mental illness. As such, MET follows the co-responder model (law enforcement partnered up with a mental health professional) to deliver services to community members suffering a mental health crisis, but also to provide minor case management to keep community members engaged in effective services. Many are not aware that only doctors, physiatrists, law enforcement officers and a very few additional County certified health professionals have the legal ability to place an individual on a mental health hold. Because mental illness is prevalent amongst the homeless population, MET also serves as the Fremont Police Department’s main point of contact for long-term homeless related issues. MET tailors its response protocols based on the type of call the team is responding to. MET currently operates Monday through Friday, 6 a.m. to 9 p.m., and responds to calls on an as needed basis. When not responding to calls for service, MET is actively engaged in case management services with community members identified as high utilizers of services. The case management services are led by the team’s social worker. Human Services is currently conducting an open recruitment for a second crisis intervention specialist to join the team. Earlier today, the Hayward Police Department held a live press conference to announce charges in the 1988 kidnapping and murder of nine-year-old Michaela Garecht. In March of 2018, the Alameda County DA charged David Misch in the 1986 Fremont murder of two women, Michelle Xavier and Jennifer Duey. During our investigation, Fremont Cold Case Detective Jacob Blass began working with Hayward detectives on the Michaela Garecht case. After working together for quite some time,... enough evidence was gathered for HPD to connect David Misch to Michaela’s disappearance. Below is a link to the press conference and our March 2018 press conference. This was a very scary incident that occurred very close to our City and has impacted communities throughout the greater east bay. For more than 30 years Michaela’s family never gave up hope and our thoughts are with them during this very difficult time. We will never forget. Two Fremont Felons Sentenced to Federal Prison on Firearms Charges Two habitual offenders were recently sentenced to federal prison for their involvement in separate crime sprees investigated by detectives from Fremont PD's Special Operations Division. At the time of their arrests, both suspects were found in possession of firearms. Additionally, both suspects had numerous prior firearms arrests. The US Attorney's Office and the U.S. Bureau of Alcohol, Tobacco, Firearms, a...nd Explosives (ATF) reached out to FPD upon learning of the significant impact that these 2 offenders had on our community. As a result, both suspects were charged with federal firearms crimes, and convicted in federal court. In August 2020, 36-year-old Jason Knecht of Fremont was sentenced to 40 months in federal prison after his involvement in a pursuit with FPD detectives. At the time, Knecht was wanted on outstanding warrants. Detectives also located a stolen and loaded firearm in his possession at the time of his arrest. Knecht has a lengthy criminal history including arrests for assault with a deadly weapon on a police officer, kidnapping, carjacking, possession of firearms, felony evading, possession of drugs for sales, possession of stolen vehicles, possession of stolen property, burglary, theft, resisting arrest, and parole/probation violations. In December 2020, 35-year-old Kristopher Sylvester of Fremont was sentenced to 30 months in federal prison after being involved in several major crime sprees in Alameda County and Santa Clara County. During the crime sprees, Sylvester was arrested 3 separate times for possession of firearms, as well as for multiple counts of commercial burglary. Sylvester was suspected of breaking into numerous Fremont schools, stealing dozens of cars from a car rental facility in Santa Clara County, as well as fleeing from Santa Clara Police on the wrong side of freeway. Sylvester has multiple arrests for firearms possession, burglary, possession of drugs, identity theft, possession of stolen vehicles, felony evading, resisting arrest, and probation/parole violations. We would like to thank the US Attorney's Office and the ATF for their willingness to hold these prolific offenders accountable for their repeated disregard for our firearms laws. Both Sylvester and Knecht also have state charges pending regarding these crime sprees.

Robbery Arrest On 12/17, at 1:33PM, patrol officers responded to a report of a strong-arm robbery that had just occurred at the Hub Shopping Center. Two victims (ages 63 & 64) reported that a suspect approached them and robbed them of their purses. They reported that the suspect fled to a waiting vehicle which they described as a grey sedan. Both victims were uninjured but stated that they were afraid for their safety during the robbery. Undercover detectives from the Spec...ial Operations Division were already in the area of various shopping plazas in response to increased burglaries and robberies. A detective located the suspect vehicle fleeing the area at a high rate of speed and began following it as it turned onto northbound 880. Additional detectives in unmarked cars arrived and began following the suspect vehicle while patrol officers responded to assist. The suspect exited at Fremont Bl. and began driving near additional shopping plazas. Detectives attempted an enforcement stop to prevent additional crimes from occurring. The suspect vehicle fled and a short pursuit was initiated. Detectives lost sight of the suspect vehicle and terminated the pursuit. Shortly after, other detectives located the suspect vehicle travelling northbound 880 into Oakland. Another surveillance was initiated and detectives followed the suspect to 98th Ave. where the vehicle exited. The suspect vehicle began driving suspiciously near a jewelry store and eventually dropped off a passenger while the driver waited near the front of the business. Detectives decided to detain the suspect in the jewelry store to prevent another robbery from occurring. The driver fled the scene and was not located. 26 year-old Leon Robinson of Oakland was arrested for robbery. Robbery detectives took over the investigation and searched Robinson who was found in possession of stolen property from one of the victims. Recently, the Fremont Police Department has identified an increase in reports of mail theft throughout the city. Mail theft is a crime of opportunity. Thieves are looking for anything of value, such as Economic Impact (stimulus) payments or other checks, EDD/unemployment documents, bank and credit card information. Your personal information is also valuable and can be used to commit identity theft and fraud crimes. Tips to Protect Your Mail Promptly pick up mail - Pick up... mail from your mailbox as soon as possible after delivery, especially if you are expecting to receive a check or merchandise. Do not leave your mail unattended overnight. Make checking your mailbox part of your daily routine. Sign up for informed delivery at USPS https://informeddelivery.usps.com//pages/intro/start.action Get a locking mailbox - Replace your mailbox with one that has a locking device. It won’t always stop mail theft, but it makes it harder for the thieves who might just go to the next (unlocked) mailbox. Do not send cash or sensitive information through the mail. Do not leave outgoing mail with checks or money orders in your personal mailbox for pick up by the mail carrier. Hand outgoing mail to the carrier or take your mail to a postal collection box or to the Post Office. Inquire about any overdue mail - If you do not receive a check, credit card or other valuable mail you’re expecting, contact the sender as soon as possible to inquire about it. Alert the Post Office if you are going out of town. The U.S. Postal Service can hold your mail at no charge if you’ll be traveling. Track your shipments so that you know what day they should arrive. If you can’t pick up your mail or have a package scheduled for delivery, ask a trusted friend or neighbor to pick it up for you. Request a signature delivery option if available, or request the shipment be held at the shipping facility or Post Office. If you do not receive your shipment on time, check with the company of origin and confirm the delivery. Often when drivers deliver packages, they leave them sitting on the front porch. Thieves will drive around neighborhoods looking for boxes on porches to steal. If your item was delivered and you did not receive it, report the theft or loss to the original company, the shipping company, and the Fremont Police Department http://fremontpolice.gov/mailtheft See more

This holiday season, Fremont Police Department wants to remind the public about the importance of being safe and sober when you are driving. The enforcement effort is part of a national campaign, Driver Sober or Get Pulled Over, intended to show zero tolerance for drunk driving and keep roads safe. Fremont Police Department reminds the public that impaired driving is not just from alcohol. Prescription medications, over-the-counter drugs and marijuana can also impair, especially in combination with alcohol and other drugs. Do your research and understand how certain drugs you are taking may affect your driving ability. Due to COVID-19, the state of California is asking residents to avoid large gatherings for the holidays to mitigate the spread of the virus.
