Got this from a friend on 5th Street this morning. Lovely. Cindy Allen this is not the way to instill confidence in the people of Long Beach. But since you have run a dishonorable campaign I guess it fits. ---[friend writes:]--- Those Cindy Allen supporters are a class act. Friday night they came through my neighborhood and laid cheap paper Cindy Allen signs on top of a bunch of the Robert Fox yard signs. I'm up off and at 5:00, so I went and collected them while a few ...joggers were out period evidently they ran out of those because a few Robert fox signs had been removed and thrown into the bushes. This close to the ocean these paper signs that were probably meant to go on the inside of a window were starting to look bad and wouldn't have lasted more than a few days anyway. Stealing someone's sign out of their yard could be prosecutable but this wasn't theft just adding their own paper on top. I think the police wouldn't have gotten involved since nothing was actually stolen if anyone had ring doorbell footage of it. See more

Cleaning up Bixby Park this morning with Alamitos Beach Neighborhood Association. We traversed the whole park. Got lots done, and then I thought, lets go to the bluff area. Sure as shooting our 8 homeless people were there sitting on the bluff. These are people we have identified over the past months as doing a bike chop shop on the bluff. When they get enough done, a nice Black SUV drives up and hauls away the broken up product. This is a thriving trade based upon the l...oss of bikes adjacent to the park. We have just had a meeting with our new Commander of the East Side, Ellis and Deputy Chief Lewis about this issue. They have promised better enforcement in the park. So I called the police today, and unfortunately they must have had other things to do. Nonetheless we hauled up huge bags of beer bottles, beer cans, dead smashed clothing in the dirt, paper, plastic, damaged computer parts, etc. We did not get the entire bluff done. I did as much as I could about half way down, but the slope gets too much for me with two hip replacements, so I have to let the younger people finish the job. We will need to unlock the entrance to the tunnel to clear out the encampment below. The promontory look out is now a homeless encampment. All the while we had really great aerobics going on at the lifeguard station. We have so much here on the coast. It is a pity we don't keep it available for all to use. We spend tons of money on our coast, and it is in such neglected condition at this point. Things we did and can do right now to enhance the business climate of our City. 1.) reduce all business licenses for at least 5 years to $150.00. 2.) reduce H...ealth Department fees from $1100.00 to $50.00 ( All we really need is to assure quality of service and good practices regarding health) 3.) Introduce a new small business license fee ( very comprehensively) of $50.00. 4.) Hire a business ombudsman to guide new small business creators through the process and the expected paperwork they will have to produce in their new enterprises. 5.) Hire a business marketing manager to advertise our City and its benefits across the nation and the world. If one does not know we exist one is never tempted to come here. 6.) put together a package of business incentives ( Key Tenant Funding, Tax deferrals, processing fee reductions, streamlined permitting processes, expedited business license issuance within one week, free business classes for all aspects of business. 7.) Hire a business ambassador to guide prospective business operators to find the perfect location, the perfect demographic and the perfect building for their operations. Let them explain the advantages of each area of the City, and the avenues of trade, the egress and exit corridors for movement of goods, and the importance of close proximity to our Port for international trade. Show the various neighborhoods to prospective businesses, and how the demographics will work for their products and services. 8.) rejuvenate the import/export trading houses servicing the Port. 9.)Put together City Wide, Neighborhood specific and corridor specific marketing program sponsored by the City to include all the businesses relevant to those areas. Marketing is a very expensive thing to do for small businesses but crucial to business success. 10.) incentivize local papers, LB Post, The Beachcomber, The Grunion Gazette, the Press Telegram to offer Citywide distribution. Alone these papers do not have the financial capacity for such distribution. Let's make it to specific areas which will support our new business developments. After a time, when the advertising comes in, the City's incentives can be gradually withdrawn as these new outlets thrive on their own with advertising dollars from the businesses we have nurtured. Hold business Roundtables on a month basis to keep the pulse of the Business community alive and see what is working or what needs to be implemented. And most importantly have an open mind and open ears to the business community so that they feel supported, appreciated, and cultivated by the City as a whole and particularly by the administration.

We are all rather shocked that Gulfstream kept close their intentions and so suddenly when all was arranged gave notice of their departure from the City of Long... Beach. Losing 700 jobs for this City with virtually no one working within the City Boundaries is a blow of huge proportions. However, this is not a "new event". This is why we need institutional memory. In the early 1990s, the City Council sat like deer in the headlights as almost every auto dealership that lined Long Beach Blvd, picked up stakes and moved to Signal Hill. Oh one would suppose various reasons, but top among them was that Signal Hill in response to the Huge Recession, lowered their business license fee to $40.00. They also granted concessions, incentives and key tenant funding to the production of new facilities, new showrooms, and new marketing possibilities. To sum it up, Signal Hill was a brilliant player in the game of economic chess. Long Beach, so very confident in its tried and true position, lost the match time after time. At the end we were left with more than 170 businesses gone from Long Beach Blvd in less than 2 years. I would hope it is time to remember our past mistakes, recall our past arrogance and plodding insular confidence, and make hasty advances into a more proactive, more business friendly, more inviting atmosphere for all our existing enterprises. I recall during those hard times, I flew to Atlanta, GA, (The Hub of the South) to determine how they treated their business community as a whole. Their outreach, their hospitality, their follow up and their guidance and assistance was so astounding that I wrote a paper on my experience and hand delivered it to our City Manager. Eventually the City realized they were "out of their depth" and actually sat down at the table with "Just Five" organization, the Chamber, the Council of Business Organizations, and we started the long process of crafting a new overall policy for business retention and development. Before it is too late, I suggest we do the same thing right now. Never, never underestimate the goodwill, the exciting thought processes and the creative minds of the People. Whenever in doubt, look to the people for solutions. One will never be disappointed. With Respect Robert Fox
