Are you aware of the upcoming changes with Proposition 19? How will this impact Homeowners? This will replace the previous Propositions 60/90 which allowed for the transfer of the base year value of equal or lesser value to a new home in the same county or an approved county within this proposition. ... This is a positive change because now you can take the base year value and purchase anywhere in CA at a higher value, where as before the value was capped at equal or lesser up to 3 times. In addition, this will also replace proposition 13, where parents could transfer a primary residence to children without any new fair-market value reassessment, regardless of how the children chose to use the real property avoiding property tax increases. Effective February 26, 2021, inherited primary residence only up to $1 Million of the reassessed value will be excluded. However, vacation or 2nd homes will be completely excluded and full reassessment in value will take place, creating a significant increase in property taxes. This is a lot of information.
