Last week, China's Vice-Premier Zhang Gaoli indicated the country is on pace to match its growth target of 6.5 percent to 7.0 percent for 2016. As we've mentioned before, the Conference Board believes Chinese government growth numbers are inflated. It estimates China's true growth rate at 3.7 percent for 2016, which is unchanged from 2015. That's still a lot faster than the 2.0 percent growth projected for the world's advanced economies by the World Economic Forum (WEF).

Below Zero: The World Experiments with Negative Interest Rates As of late April 2016, six central banks in Europe and Asia have adopted negative interest rates in an effort to stimulate their national economies. The experiment began in Denmark in 2012, but the big step came in June 2014 when the European Central Bank (ECB) dropped its benchmark rate below zero. Sweden and Switzerland soon followed, and Japan and Hungary went negative in early 2016. Taken together, these economies represent about one-fourth of global economic output.12
Does Your Risk Tolerance Follow the Market? According to an investment industry survey, in mid-2008 when the financial crisis was still developing 23% of U.S. households were willing to accept substantial or above-average investment risk in order to achieve substantial or above-average returns. "The fresh measures included cuts to all three of the ECB's main interest rates, 20 billion a month of additional bond purchases atop the ECB's current 60 billion ($67 billion) program, and an expansion of its quantitative easing program to highly rated corporate bonds - all more aggressive steps than analysts had anticipated. The central bank also announced a series of ultracheap four-year loans to banks, some of which could be paid to borrow from the ECB."
Is The Stock Market Signaling a Recession?? When Mark Twain's death was reported in the United States, he was alive and well in London. He responded to news accounts with a note saying, "The report of my death was an exaggeration." Last week's jobs data suggest the same is true of reports that a recession is imminent in the United States. Barron's explained:... "Thank goodness the mid-February fears of recession that brought markets to their knees - and the 10-year Treasury yield to a low of 1.53 percent - were overblown. Friday's nonfarm payrolls report was the latest confirmation. It showed that 242,000 jobs were created last month, far more than expected and up from the previous month's reading, which was itself revised higher."
The Status of Women-Owned Businesses According to the U.S. Census Bureau’s Survey of Business Owners, the total number of U.S. businesses grew just 2% between 2007 and 2012, while the number of women-owned businesses grew about 27% to 9.9 million. At last count, women-owned businesses employed almost 9 million people and added more than $1.6 trillion annually to the U.S. economy. Even though this demonstrates a certain amount of progress, female-owned businesses are still considerably smaller and generate less revenue, on average, than male-owned businesses.12

Last week, markets headed south because investors were concerned about the possibility of negative interest rates in the United States - even though the U.S. Federal Reserve has been tightening monetary policy (i.e., they've been raising interest rates).

Understanding RMDs Tax-deferred plans can be a great way to save money for retirement, but you can’t defer your tax liability forever. Once you reach age 70, you must begin taking required minimum distributions (RMDs) from these plans each year or face a 50% penalty on the amount that should have been withdrawn. If you are still employed, you may be able to delay minimum distributions from your current employer’s plan until after you retire, but you still must take RMDs from other tax-deferred accounts (except Roth IRAs). The RMD is the smallest amount you must withdraw each year, but you can always take more than the minimum amount.
