There is a lot more to this ballot initiative that could be helpful to our State besides the freeing of inventory and tax dollars. There is a positive social im...pact as well. Seniors and the disabled won't be discouraged from moving closer to family as they may be now. Under current law a move to another county could cost the homeowner a few thousand dollars a year in property tax increases. That will discourage many! This new initiative will also allow a homeowner to buy a home of greater value, move their existing tax base and pay the increased amount at the new rate, this would be called the blended rate. I had some senior clients who wanted to move to Sacramento County from Fresno to be the their grandchildren's after school day care. Under current law they would've had to move from a nice home to a small condo to keep their sales prices equal or lower or pay thousands more per year in new property taxes. They chose to stay put. Also, they would not be allowed under current law to change counties. A few Calif counties have reciprocal agreements but less than 20%. This initiative would make it possible for all counties. I don't see where the counties would lose that much money. Remember, they already have that "low" $200,000 assessment on their tax rolls, the homeowner is just moving it. Then the home they sell gets reassessed at the higher amount meaning more tax dollars for the counties. This should work well for the counties as more seniors decide not to stay put but decide to make sound family and social decisions without the new property tax penalty. I believe this is a good thing for homeownership and California homeowners. See more
