February 24, 2015 - ACA Impact on Refunds The ACA (also known as Obamacare) was widely expected to impact refunds this year. The largest national chain recently released data describing the impact. The chain reported that 52% of taxpayers who enrolled in the federal or state marketplace are paying back a portion of the Advance Premium Tax Credit through their tax return. The average payback amount is $530. This payback is reportedly caused primarily because taxpayers used t...heir 2012 income as a baseline to estimate their 2014 income when they enrolled in the marketplace. Additionally, they report that the average tax penalty paid for not having insurance was $172. Of taxpayers who claimed an exemption, 90% were claimed at the time they filed their return. The most common tax return exemption was due to the taxpayers income being below the filing requirement. The next most common exemptions were due to a gap in health insurance coverage, or being a resident of a state without Medicaid expansion. Last Friday, the federal government announced that incorrect tax information was provided on 1095-A forms to about 800,000 consumers (out of the 6 million who enrolled in the marketplace). Of the 800,000 taxpayers receiving the incorrect form, the government says 50,000 of those have already filed their return, and that those who already filed will not be asked to repay the incorrect refund they may have received as a result of the government error.
