The men and women of the Covina Police Department, congratulate David Povero, who was selected as the Chief of Police for the City of Covina. Chief David Povero joined the Covina Police Department in July 1988. He was raised in Covina, attending all the local schools including Covina High School. Chief Povero holds a Bachelor of Science in Organizational Leadership from Azusa Pacific University. He is a graduate of the Robert Presley Institute of Criminal Investigations a...nd the Sherman Block Supervisory Leadership Institute. Chief Povero is also a graduate of California’s Peace Officers Standards & Training Command College; published for his research of investigative techniques involving technology. Chief Povero is the recipient of the 1998 Covina Chamber of Commerce Police Officer of the Year award, Medal of Merit and Distinguished Service Medal. He has received numerous citations for exemplary service, including the department’s highest Medal of Valor, for an officer involved shooting that occurred in the early 1990s. Congratulations Chief Povero and we look forward to you representing the Police Department, working closely with the community and our regional partners.

Message from Chief John Curley As your Chief of Police it’s my responsibility to communicate issues affecting the quality of life in our community. During the pandemic, the men and women of the Covina Police Department continue to focus on Our Mission of protecting our community through responsible policing and the relentless pursuit of crime. Addressing crime by arresting offenders is something we do despite the arguments for alternatives to incarceration and the care firs...t jails last attitude. We hire, promote, train, and retain people in our organization who practice emotional intelligence and understand the spirit of the law. The outside influences on how we police will be persistent, the road ahead is challenging; however your quality of life is what matters most. We thank you for trusting us to maintain law and order and remain steadfast to the oath we took as police officers. Our Mission is right for this time in policing as we protect responsibly by pursuing crime relentlessly. However, you need to know the goal of decriminalizing drug use, public intoxication, driving without a license, licensing suspensions, licensing revocation and/or other quality-of-life crimes and survival crimes has arrived in this county. Regardless, we will NOT stop making these and other misdemeanor arrests just because they won’t get filed criminally, in fact most of the arrests we make are for misdemeanor related crimes. As an example, in October 2020 we made 256 arrests and 207 were for misdemeanors like drug possession, petty theft, etc. Many of these arrests solve neighborhood, park/open spaces, and business problems. Moving forward and effective in 2021, we will communicate more detailed crime and arrest information in an effort to keep our community engaged and informed, we owe that to you and all the other victims of crime. In closing, I want our community to know we remain committed to transparency; starting in January 2021 our improved website will supplement ongoing efforts improving our social media presence. Similarly, and for the first time in the history of Covina PD, we hired a full-time crime analyst designed to assist officers with timely and accurate data while communicating crime trends and issues to our community. Finally, in 2021 our officers will be wearing Body Worn Cameras to supplement the existing in-car camera video program. If we hire, train, and retain the best while leveraging technology to increase trust, we can together improve the quality of life in Covina. #CovinaPD officers conducting a routine traffic stop located a suspect with a loaded handgun, a large quantity of ammunition and illegal fireworks. A further search of the vehicle revealed two improvised explosive devices (IED). LASD Arson Explosives assisted in this investigation.
