The Community Funding Review Committee (CFRC) acts in an advisory capacity to the City Council relative to funding issues for the Community Enhancement Grants (supports projects having an environmental benefit across a wide cross-section of Thousand Oaks), Community Events Fund Grants (supports artistic and cultural events and activities), Social Services Fund Grants (operational support grants to non-profit agencies assisting primarily lower-income City residents), and Sports Facility Grants (supports building or improvement of existing sports fields or facilities and equipment purchase for use by the community). From October 16 through November 15, 2020, the public is invited to comment on the 2019-20 activities and expenditures of federal funds from the U.S. Department of Housing and Urban Development (HUD). The Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) program describes $929,259.46 in expenses for housing improvements, social services, and program administration from July 1, 2019, through June 30, 2020. The City Council will consider the document following a public hearing scheduled for the November 17, 2020, City Council meeting. Many times, the money that is given to a panhandling homeless individual can be used to aid addiction, such as drugs or alcohol. It may also provide short-term relief that keeps people from accepting social service support geared for the long-term. Money that people give to homeless individuals who panhandle on the street can be better served for the services that provide food, clothing, shelters/housing, or drug/alcohol/mental health rehabilitation. These are all services that people experiencing homelessness can access.
