JAMA, a leading medical journal, has analyzed trends in 40+ safety net centers in the Connected Care Accelerator (CCA), a CA telehealth program led by CCI and the California Health Care foundation. The researchers' bottom line: Eliminating government reimbursement for telephone visits with patients could be detrimental to patient health. Telephones were a lifeline for safety net patients during the COVID-19 pandemic, and the government responded by approving telephone visits... with patients to be reimbursed at the same rate as in-person visits. The JAMA report found that nearly half the virtual care visits in primary care were done by telephone, with less than 4% conducted by video. In behaviorial health, the disparity was also striking: 66.3% of the visits were done by phone, with less than 14% of visits held over video. Yet telehealth insiders have suggested that California may soon sharply reduce or even eliminate payments for patients' telephone visits -- even though many safety net patients still lack the smartphones, computers, and/or and WiFi access needed for video visits. The data that JAMA studied from the CCA's 40+ Federally Qualified Health Centers (FQHCs), which serve low-income communities, suggest that this would be a grave mistake: "Eliminating coverage for telephone visits could disproportionately affect underserved populations and threaten the ability of FQHCs to meet patient needs," the researchers concluded.
