The information below by the Legislative Analyst’s Office does a great job at highlighting how the State over anticipated the economic decline due to COVID-19 and how it will now effect local schools. The State underestimated it’s cash balance by over $15 Billion, and thus deferred $12.5 Billion of school district funding in the fiscal year 2021. We expect this fact to upset many districts that depend on this funding because, as the LAO points out, the low point of available cash for the State in fiscal year 2021 is projected to be $24 Billion. Therefore, instead of the State spending it’s cash, or seeking to do its own cash borrowing, local school districts will now need to scramble and seek options for cash flow borrowing to fund operations. https://lao.ca.gov/Publications/Report/4266
