Governor Releases May Revision Budget: Additional Deferred Maintenance Dollars, Silent on a Bond Today the Governor released the May Revision budget update. He estimates an additional $2.4 billion in revenues from 2012-13 to 2014-15. The Governor continues to focus on fiscal restraint and paying down debt. In addition to increasing the Proposition 98 guarantee by $659 million, he proposes to use the additional revenues to address long-term liabilities in the teacher pensio...n system (CalSTRS) and to fund the expansion of the Medi-Cal program. Given this emphasis on fiscal restraint, the May Revision is silent on the possibility of a new statewide bond on the November ballot. The Governor also does not appear to make any modifications to the January budget proposal to fund preliminary plans and working drawings for six new community college projects ($19 million) and construction funds for one continuing project ($12.6 million). http://www.caccfc.org/news/article.esiml?id=176

Survey on proposed RFP to lower Prop 39 Energy Technology costs In conjunction with district and utility representatives from the CCC-IOU Energy Efficiency Partnership, the CollegeBuys team at the Foundation for California Community Colleges is developing an RFP for Energy Technology products, and is seeking input from Facilities professionals at the California Community College districts through an online survey. The survey is anonymous, takes 5-10 minutes to complete, and will allow you to provide much needed feedback on desired product offerings, vendor expectations, and additional services. LAO Releases Report Analyzing Maintenance of Education Facilities On Friday, April 7, the Legislative Analyst’s Office released a report titled Maintaining Education Facilities in California. The report reviews the various maintenance routines of the different education segments (CCC, CSU, UC, K-12) and analyzes the Governor’s various 2014-15 budget recommendations regarding maintenance funding. Prop 39 Update in 2 parts: Survey and Job Tracking Form The following update was provided by Frederick E. Harris, Assistant Vice Chancellor, College Finance & Facilities Planning, California Community Colleges Chancellor's Office ... 1. PROP 39 - YOUR FEEDBACK WANTED! The California Community College Proposition 39 Program has had a most successful Year 1, approving over $36 million in Prop 39 funding for 271 projects which will result in annual energy cost savings of $4.5 million to Districts and $6.7 million in utility incentives. Despite the great success, we are aware that many Districts faced challenges in maximizing Year 1 Prop 39 funding allocations. Therefore, we are requesting your feedback on Year 1 of the Prop 39 program and how we can make Year 2 an even larger success. This survey is designed to identify common difficulties, lessons learned, and best practices. Your answers will help the Chancellor's Office, the CCC/IOU Partnership, and Public Owned Utilities (POUs) improve the Prop 39 program to better serve the Districts and our partners in Year 2. New School Bond Discussed in Senate Budget Subcommittee Hearing Yesterday the prospect of a new school bond was publicly discussed by the Department of Finance (DOF) during a preliminary budget hearing. Senate Budget Subcommittee #1 on Education held an overview hearing to discuss the Governor’s Proposition 98 and LCFF implementation proposals for 2014-15.
