Bubble Watch: California home prices can’t dodge coronavirus job cuts. Buzz: A mind-numbing 1.5 million Californians have filed for unemployment benefits since mid-March as coronavirus protection measures, including strict limits on home selling, put a stranglehold on the state’s economy. The Trend Various stay at home orders, limiting work to a modest list of essential industries, have shut much of California. This immediate impact of 1.5 million job losses boggles the m...ind. Basically, those layoffs equal to 1-in-12 California workers. Or almost half of the 3.4 million California jobs created since the Great Recession. This flock of suddenly out-of-work people is nearly double the 840,000 people officially unemployed statewide in February when the jobless rate was near a record low of 4.3%. Assuming these new benefits claimants all become part of the jobless count, not to mention more who will lose the jobs, California’s unemployment rate could soon top the 12% peak of the Great Recession. The Dissection Real estate is about three simple words: Jobs! Jobs! Jobs! The spring selling season once looked promising. Unemployment ran at all-time lows. Mortgage rates were also rock bottom. Sellers seemed serious about selling. And house hunters seemed hungry, especially since price gains were modest. By a federal home price index, appreciation ran 3.5% a year statewide as 2020 started. Then came a global pandemic with few economic precedents.

Market Commentary Home Sales Continue to Rise Sales of single-family, re-sale homes were up 29.7% year-over-year in December. There were 860 homes sold in Santa Clara County last month. The monthly average since 2000 is 987.... Home sales were up 0.5% for the year. That is the first time home sales were higher than the year before since 2015. The average sales price for single-family, re-sale homes was up 13.5% year-over-year. The median sales price for single-family, re-sale homes rose 12.3% compared to last year. That’s the fourteenth month in a row the median sales price has been higher than the year before. The sales price to list price ratio went from 103.6% to 103.7%. Pending sales were up 75.6% year-over-year. Inventory of single-family, re-sale homes was down 7.4% compared to last year. That is the sixteenth month in a row inventory has been lower than the year before. As of January 5th, there were 427 homes for sale in Santa Clara County. The average since January 2000 is 2,703. Days of Inventory, or how long it would take to sell all homes listed for sale at the current rate of sales, fell five days to 15 days compared to November. The average since 2003 is 89. It took only twenty days to sell a home last month. That is the time from when a home is listed for sale to when it goes into contract. (Resource SCCAOR)

Despite high unemployment and rising restrictions due to COVID-19, the California housing market remains very competitive as homes are selling quickly with a minimal price reduction. The statewide sales-price-to-list-price ratio was 100.5 percent in November 2020 and 98.4 percent in November 2019. The California real estate market showed the highest level of home sales in November in nearly 15 years, according to the California Association of Realtors (C.A.R.). The home sales... broke the 500,000 sales benchmark for the first time since January 2009 and reaching the highest level in 15 years. Existing, single-family home sales totaled 508,820 in November on a seasonally adjusted annualized rate, up 5.0 percent from October and up 26.3 percent from November 2019. In addition to strong closed sales in November, pending sales also remained above 2019 levels by double digits. Despite a minor month-on-month sales decline in October, the consistent V-shaped recovery points to the housing strength for several more months. Low mortgage rates and intense demand has pushed home-value & sales growth to record levels in the California real estate market. After setting new record highs for four straight months, the median home price had dipped on a month-to-month basis in October for the first time in five months. Home price again took a breather in November as price gains declined consecutively for the second time on a month-to-month basis. The median home price, however, still recorded double-digit increases from a year ago. November’s statewide median home price was $699,000 down 1.7 percent from October and up 18.5 percent from November 2019, as reported by C.A.R. The double-digit increase from last year was the fourth in a row and the highest 12-month gain since February 2014.

What is Proposition 19? On November 3, 2020, California voters approved Proposition 19, the Home Protection for Seniors, Severely Disabled, Families and Victims of Wildfire or Natural Disasters Act. Proposition 19 is constitutional amendment that limits people who inherit family properties from keeping the low property tax base unless they use the home as their primary residence, but it also allows homeowners who are over 55 years of age, disabled, or victims of a wildfire or... natural disaster to transfer their assessed value of their primary home to a newly purchased or newly constructed replacement primary residence up to three times. The new law will make important changes to two existing statewide property tax saving programs: Replace Proposition 58(1986) and Proposition 193(1996) by limiting parent-and-child transfer and grandparent-to-grandchild transfer exclusions ( See current Prop. 58/193 here) - Effective 2/16/2021 Replace Proposition 60(1986) and Proposition 90 (1988) programs for home transfer by seniors and severely disabled persons (See current Prop. 60/90 programs) - Effective 4/1/2021
