OFFICER INVOLVED SHOOTING- UPDATE The preliminary investigation into the officer involved shooting which occurred on November 10 has revealed that the suspect, Alejandro Chagoya (20), shot at officers several times while officers pursued him on foot. Three officers returned fire. Chagoya was taken into custody and transported to an area hospital for a gunshot wound. He received medical treatment and was discharged from an area hospital on November 10th. He has been transporte...d and booked into the Kern County Jail for; Kidnapping during the commission of a carjacking, robbery, carjacking, six counts of attempted murder of a public official, and burglary. As the investigation progresses, more information will be released. All of the officers involved were equipped with body cameras. Chagoya’s firearm was recovered. OFFICER INVOLVED SHOOTING On Tuesday, November 10, 2020 AT approximately 7:26 p.m., officers were dispatched to the 3800 block of White Lane. A reporting party advised that there was an intruder in a residence, armed with a firearm. Responding officers located an adult male suspect fleeing from the residence. Officers pursued the suspect on foot and an officer involved shooting occurred. The suspect was transported to an area hospital with A non-life-threatening injury. A fir...earm was recovered from the suspect. No officers were injured. Three officers discharged their firearms. The circumstances of this incident are currently under investigation and more details will be forthcoming as this investigation develops. All of the involved officers were equipped with body cameras. The below investigations are part of the ongoing efforts of the Bakersfield Police Department and law enforcement partners to proactively disrupt and impact the cycle of gang violence affecting the community. On November 8, 2020, at about 2:04 a.m, officers of... the Bakersfield Police Department made a traffic enforcement stop in the 9600 block of Retail Drive. During a probation search of the vehicle a loaded, unregistered firearm was located. Travion Cotton (29) was placed under arrest for gang participation and associated weapon violation charges. On November 7, 2020, at approximately 12:54 a.m., officers of the Bakersfield Police Department conducted a vehicle code enforcement stop in the 300 block of Jeffrey Street. The driver, Gerardo Sanchez (44), was found to be driving with a suspended license. A search incident to his license status revealed a loaded unserialized firearm and usable amount of methamphetamine. Sanchez was placed under arrest for felon in possession of a firearm, possession of methamphetamine and associated weapon violation charges. On November 7, 2020, at about 12:09 a.m., officers of the Bakersfield Police Department conducted a vehicle code enforcement stop in the 3500 block of California Avenue. The driver of the vehicle, Dshawn Rhodes, was found to be on Post Release Community Supervision. A probation compliance search of the vehicle revealed a loaded, unregistered firearm. Rhodes was placed under arrest for a pre-existing felony arrest warrant (unrelated), felon in possession of a firearm and other associated weapon violation charges. On November 6, 2020, at approximately 11:26 p.m., officers of the Bakersfield Police Department responded to a vehicle collision in the intersection of Kern Street and East Truxtun Avenue. A single vehicle had struck the center median of the roadway and became disabled. The driver of the vehicle was contacted while attempting to walk away, identified as Edwin Martinez-Sandoval (24). Martinez-Sandoval was found to be exhibiting signs of alcohol intoxication. A search of his person revealed a loaded stolen firearm in his waistband. A search of his vehicle incident to his arrest revealed indicia of the illegal sale of marijuana. Edwin Martinez-Sandoval was placed under arrest for possession of a stolen firearm, driving under the influence of alcohol, possession of stolen property, and associated weapon violations. SHOOTING INVESTIGATION On November 4, 2020 at about 6:38 p.m., officers of the Bakersfield Police Department responded to Dr. Martin Luther King Jr. Park, regarding multiple reports of a shooting. Responding officers located evidence of a shooting; however, no victims of gunshot wounds were present. At about 10:13 p.m., a victim of a gunshot wound was located at an out of area hospital. During the investigation it was determined that the victim had sustained their injury dur...ing the shooting at Dr. Martin Luther King Jr. Park earlier in the evening. The victim is in stable condition. No arrests have been made. This is an ongoing investigation. VEHICLE PURSUIT / ARREST On November 5, 2020 at about 7:30 a.m., officers of the Bakersfield Police Department responded to the 2300 block of Wible Road, regarding multiple reports of the driver of a black Mercedes car intentionally attempting to strike pedestrians and other vehicles. Officers located the vehicle in the area and it failed to yield to officers, leading them on a short vehicle pursuit in south Bakersfield. During the pursuit, the driver of the vehicle, Jeffre...y Privette (60), intentionally struck a police vehicle. Privette was taken into custody, and no one suffered any injury. Suspected heroin was located in Privette’s vehicle. Privette was placed under arrest for several counts of aggravated assault with a weapon (vehicle), driving under the influence of a controlled substance and possession of heroin. ADDITIONAL COMMUNITY UPDATE On November 1, 2020 at about 5:53 p.m., the Bakersfield Police Department received several emergency phone calls from witnesses to a physical altercation in the 2200 block of Panama Lane in the City of Bakersfield. Three Bakersfield Police officers responded, with the first unit having arrived at 6:01 p.m. Responding officers observed two groups of approximately ten subjects each, involved in a heated confrontation. No physical altercation was obs...erved by responding officers. Based upon numerous prior incidents, several involved persons from each group were known by name by officers. During the course of their interaction, officers were unable to locate anyone requesting medical aid or who identified themselves as the victim of bear spray. Based upon prior experiences dealing with the ideological groups, officers insured the groups were separated so that the violence could not escalate. Information was obtained that possible criminal offenses had transpired prior to their arrival and both groups eventually left the area. The primary goal of the responding officers was to deescalate the altercation, and obtain enough information to facilitate an investigation into the events that transpired. Based upon prior assault, doxing, and harassment investigations regarding both groups, investigators have obtained the identities of most of the involved parties. An investigation into what occurred, including the genesis, actions of involved parties, and the actions of officers involved is currently underway. The investigation will include reviewing the totality of unedited video evidence, including social media, business surveillance and body cameras. Once all of the facts are known the investigation and its results will be forwarded to the Kern County District Attorney’s office for review. The Bakersfield Police Department understands the public’s frustration and perception of the events captured on the viral videos. We are committed to providing fair and impartial service to our community. Prior to the events captured in the video the Bakersfield Police Department has met with the various group leadership several times in an effort to avoid any violence and establish dialogue. A thorough investigation is being conducted, and any identified criminal activity will be presented, in its entirety to the Kern County District Attorney’s office for filing.
