On Saturday, the state Judicial Council the policy arm of the cou...rt system approved new measures that extended the time frame during which someone who is arrested and charged with a crime must be brought before a judge for arraignment. Under the new measures, that time frame has stretched from 48 hours to seven days. The Judicial Council also extended the time frame during which a preliminary hearing must be set from 10 days to 30 days.
