Excerpt: On March 23, Cantil-Sakauye suspended all jury trials in the state for two months. On Saturday, the state Judicial Council the policy arm of the cou...rt system approved new measures that extended the time frame during which someone who is arrested and charged with a crime must be brought before a judge for arraignment. Under the new measures, that time frame has stretched from 48 hours to seven days. The Judicial Council also extended the time frame during which a preliminary hearing must be set from 10 days to 30 days.
